DGCA radiotelephony licence, any new info?

Its been a while since the Indian DGCA/WPC has issued the new memo that only pilots who have attended flying schools in the Commonwealth nations of Canada or the UK, and have both their CPL and RTR issued from the same country, can get their RTR converted to Indian ones.

Does anyone know whats the actual state of this issue? How many expat pilots were/are affected by this new rule?
