Flight Duty Regulations EU

 What is the latest status of the Flight Duty Regulations in Europe? Are Private Operators still exempt from any Duty Limitations? Wasn't there once a rumour saying that Private Operators would have to follow similar rules like their Commercial Operators...??

 Heard similar rumours, but I am afraid this has not come into effect yet. We train many private operators in our company and lots of them operate without FDRs.
